关于雏鹰计划阶段性政策调整的通知
根据新冠肺炎疫情防控形势要求，很多企业由于延迟复工等原因无法开展正常业务，为帮助企业共克时艰，基金会责无旁贷，创业基金会已制定了阶段性调整
“天使基金”申请对象的措施和两项惠及创业者和创业企业的措施：
1、“雏鹰计划”资助期内的创业者还款延迟两个月，且不记录个人征信逾期。
2、“雏鹰计划”新资助者首期还款日顺延3个月。
3、已入驻中国（上海）创业者公共实训基地五号楼的“天使基金”资助企业予以免除2020年2月和3月服务费。
4、向具备创业基础的“天使基金”申请对象提供创业培训、项目跟踪辅导等创业服务。
5、"天使基金”申请对象条件中“企业需注册在上海，注册时间不超过三年”放宽为“企业需注册在上海，注册时间不超过五年”。其余申请条件不变。
上述阶段性政策有效期到2020年12月31日。

上海市大学生科技创业基金会关于天使基金申请的声明
近期，网络上出现了代理创业者申请上海市大学生科技创业基金（简称“天使基金”）、保证通过率并收取代理费的相关信息。在此，我们严正声明：天使基金是扶持大学生青年创新创业的公益基金，上海市大学生科技创业基金会（以下简称“创业基金会”）及其23个高校及本市行政区天使基金受理点（名单及联系方式详见创业基金会官网：http://www.stefg.org/Angel/apply.aspx）从未授权任何第三方代理机构从事天使基金申请的代理活动，亦从未授权任何第三方代理机构就上述代理活动收取任何费用，任何第三方代理机构所作的承诺或保证与创业基金会及其基金无关，相应的责任概由第三方代理机构自行承担。同时，创业基金会及受理基金亦拒绝任何机构和个人代理创业者申请天使基金，任何机构和个人均不得以推荐或代理创业者申请天使基金为由获取相关利益，包括但不限于天使基金申请服务费、获资助创业项目股权、期权等。
创业基金会及其各受理基金在天使基金的申请受理过程中，不会向创业者收取任何费用；同时，创业基金会亦禁止任何创业者或创业企业委托第三方代理机构代理申请天使基金的行为，一经发现，将立即撤销对该创业者或创业企业的资助并要求承担相应的法律责任。因此，为了保障创业者合法权益，申请人应主动拒绝与任何第三方代理机构进行合作，并拒绝支付与代理申请天使基金相关的任何费用，确保申请人及创业项目信息的真实性。创业者如需申请天使基金，可直接登录创业基金会官方网站 “天使基金”页面（http://www.stefg.org/AngelFund/Default.aspx）、官方微信（efgfoundation）、官方微博（@创业基金会）了解详细情况并在线提交申请；也可登录创业基金会官网“如何申请”页面（http://www.stefg.org/Angel/apply.aspx）查询EFG及各受理基金联系方式，进行电话咨询。各受理基金详细信息可查阅创业基金会官网“我们是谁-基金简介”页面（http://www.stefg.org/about/branch.aspx）。
如创业者需要进一步咨询申请事项或发现有任何机构和个人发布代理申请信息，请联系创业基金会，共同维护天使基金公益产品的声誉。对于第三方代理机构以代理申请方式损害创业基金会名誉、侵害创业基金会合法权益的行为，创业基金会将保留向该等第三方代理机构追究其法律责任的权利。
